Profiles and Community can provide friend connections and one-to-one private conversations when those features are enabled.

Use the community dashboard links
Members manage friend requests and conversations from the links supplied by Profiles and Community. If those links disappear, check that the module is enabled and that the account is allowed to use the feature.
Private messages are still site data and should be handled according to the site's privacy and retention policy.
