What is the difference between a download entitlement and a license?
A download entitlement controls access to a protected file; a software license controls permitted use and, when configured, activations.

They solve different problems
Buying software can create both, but they are not interchangeable. A customer may still have a valid license after a particular download window changes, or may be entitled to a file that does not use activation at all.
