Where should I change site-wide settings?

Use the shared Settings area for site identity and system services; use a module's own settings for behavior that belongs only to that module.

Keep ownership clear

Site-wide settings cover shared concerns such as identity, email, security and other Core services. A module should own its own feature-specific settings.

If you are unsure, follow the link from the readiness warning or module overview rather than editing configuration files by hand.
